About me
Anne Hoefgen is Co-Executive Director of Justice North, a nonprofit legal aid organization serving low-income individuals and families across 33 counties in Northern Minnesota. Prior to assuming her current role, Anne served as Executive Director of Legal Services of Northwest Minnesota from 2012 until its merger with Justice North on January 1, 2026. She began her legal aid career as a staff attorney in 2004 and has spent more than two decades advancing access to justice for rural and underserved communities.
Throughout her career, Anne has led efforts to expand civil legal services, strengthen partnerships with courts, community organizations, and pro bono attorneys, and develop innovative approaches to meeting the legal needs of low-income individuals and families. Her work has included initiatives involving housing stability, elder law, domestic violence advocacy, disaster recovery, estate planning, and organizational leadership.
Anne lives in Fargo, North Dakota, with her spouse and two teenage sons. Outside of work, she spends much of her free time attending youth sporting events and cheering on her boys from the sidelines. She is actively investigating other hobbies and is open to suggestions.
